Prisons, Nordio: "This will drastically reduce the number of inmates." The minister unveils his plan (which also involves judges).

Carlo Nordio announces his plan for prisons and pledges to reduce the number of inmates , specifying that it will not involve " pardons or even early release ." The Minister of Justice explains in detail how he intends to proceed to try to reduce problems within penitentiary facilities. "We have always listened attentively and reverently to President Mattarella's appeals , and we have tried," Nordio explained to Il Corriere della Sera, "to provide a response that combines legal certainty and human rights . We are achieving the initial objectives, starting with inmates who can benefit from alternative measures. Laws such as pardons," he continues, "if motivated by reducing overcrowding, not only constitute a manifestation of the state's weakness or even surrender, but are also useless."

Cicciolina, Scajola, and Iervolino are left without their generous pensions."We are currently dealing with 10,105 final inmates , with less than 24 months remaining in their sentences, who are eligible for alternative measures," the minister explained to Il Corriere. "If only half were deemed eligible, we would already be well on our way. It is up to the supervisory magistrates to decide , on a case-by-case basis, whether they are eligible. We have begun an intense discussion with them, and we thank them, but they are few in number, as are their assistants. This is why we urged the CSM to fill the vacant positions last August ."
Nordio also anticipates the timing of these interventions: "Starting in September. In the meantime, we will intervene on three fronts. Pretrial detention: over 15,000 inmates are awaiting a final sentence . Transfer of foreign inmates to prisons in their countries of origin: sending half of them away would be enough. And drug addicts: we have allocated €5 million annually for their treatment in reduced custody, in communities, or other accredited facilities. Here too, we are close to a solution. But these are not things that can be improvised."
